Abstract

Mishchenko A. S. Regionalism as a subject of modern
political discourse. – Article.
The article defines the concept of regionalism, its
essence and vectors of development. Regionalism is seen
as a phenomenon through the prism of the functioning of
the European Union. We considered and analyzed views of
these scientists: A. Acharya, A. Katzkestein, M. Kotter,
F. Kinski, A. Makarichev, A. Mark, F. Soderbaum,
J. Steenbergen, M. Telo, R. Focke, B. Hettne,
P. Yukareinen and others. Scholars have considered the
phenomenon of regionalism from an economic, political,
managerial and social point of view, which allowed to
characterize regionalism as a complex phenomenon.
The model and perception of this phenomenon depends
on the functioning of the country in the international
arena and its domestic policy. The relationship between
regionalism and globalization was analyzed. Also, it was
determined that regionalism acts as an intermediary
link between the local and global levels, playing a
stabilizing role in various vectors of functioning of
countries and intergovernmental associations. The study
of regionalism, in addition to political and economic
vectors, is possible through the prism of philosophical
analysis, so regionalism was seen as a phenomenon of
postmodernism and through the prism of constructivism.
The peculiarities of the concepts of “old” and “new”
regionalism are considered. The main characteristics of
the “old” regionalism are the functioning of a bipolar
system, the formation of the principle of “top down”, the
main goal – to address economic and security issues, the
recognition of the action of sovereign states only. The
“new” regionalism is the foundation of the development
of multipolarity, so it is built “from the bottom up”,
where the actors are not only countries but also other
institutional entities in the form of subnational actors.
Several scenarios for the development of regionalism are
also considered, which include 1) liberal globalization;
2) politicization of the new regionalism, 3) regionalism
as a tool for building a hierarchical space. Each of the
options for the development of regionalism as a global
trend was assessed. We also noted the essence of modern
regionalism, which is that regionalism is a consequence of
economic and technological globalization, the agents that
accelerate the development of regionalism are developing
countries (China, India, South America, etc., including
Ukraine).
